Welcome to INAHEA

There will be three plenary sessions at which national and international experts will inspire delegates to think beyond the current state of health economic to imagine a future when all parts of the evidence-to-action ecosystem work in harmony. The plenaries will consider the following three topics: (see: Box 1)

  • Plenary one: “Economic burden of NCDs”
  • Plenary Two: “Fiscal Mobilization to meet NCDs cost”
  • Plenary Three: “Challenges of NCDs under JKN”

Plenary One: “Economic burden of NCDs”

Given most of the highest cause of death in Indonesia was related to non-communicable diseases, the critical debate has appeared on how we fight NCDs through the systemic strategy. Many critical issues are highlighted to be addressed including the healthcare services, screening policy and many others. However, given the limited resources in terms of financing issues, while we are facing a lot of health priorities then the strong advocacy strategy would be extremely needed. Economic perspective to some extends is much easier to be used in delivering evidence for policy making process. Thus, we arise this plenary session in order to identify how the current epidemiologic situation on NCDs and how it affects to the economic lost. Herewith the specific sub-topic to be discussed on this plenary session.

  1. Transitional epidemiology and disease burden of NCDs
  2. Strategy to control the prominent risk factor of NCDs
  3. Economic impact of NCDs by health system perspective
Plenary Two: “Fiscal Mobilization to meet NCDs cost” 

Fiscal space for health is always be a prominent spotlight to be considered. As we do have at just around 3% of GDP for health expenditure given the wide range of healthcare needs, thus it would be a critical concern to assess where do we now in terms of the current expenditure on NCDs. This will leads us to think about what kind of strategy or alternatives that we need to take in order to fight NCDs in Indonesia through the political economic perspective. Given to those rationale, this plenary session will involves several experts to share about these particular topic as follow:

  1. Current fiscal capacity for NCDs in Indonesia
  2. Further strategic purchasing on NCDs program
  3. Alternative sources of funding
Plenary Three: “Challenges of NCDs under JKN”

Since we have already covered more than 80% of the entire population under the JKN scheme, hence this would be a good opportunity to strengthen the NCDs case management through the systemic strategy. Therefore, in relation to those argument the 6th InaHEA ASM will facilitate the discussion on how the NCDs services has been delivered and how the strategic plan should be created. Herewith the list of relevant sub-topic which should be discussed on this specific plenary session:

  1. Health service delivery for NCDs cases in Puskesmas
  2. Health service delivery for NCDs cases in Hospital
  3. Strategic plan for NCDs case management
